President of the Province Council of Ourense
In the framework of the total policy to support population with disabilities, the Province Council of Ourense has an enormous commitment with different town councils, the Consellería (Galician Ministry) of Social Matters of the Xunta de Galicia and other organizations in order to develop attention programmes for people with disabilities in the province.

Right now, we are carrying out a programme organized by the Province Council, with the participation of the Consellería of Social Matters, called “INITIATION PROGRAMME TO WATER SPORTS FOR PEOPLE WITH DISABILITIES FROM THE PROVINCE OF OURENSE”, consisting of a series of initiation and improvement lessons on water activities in Castrelo de Miño Sports Centre during summers.

The beneficiaries of the programme, integrated in the primary attention services of social matters, are people with disabilities (physical, mental and sensorial), with no age prerequisites, and living in the province of Ourense. They are split in three groups of 50 people each.

The lessons are totally free for the participants and, in addition, they are provided transport to the facilities where they take place.

The programme goals are:

Promoting individual autonomy

Reinforcing self-esteem
-
Favouring social integration

In order to get these goals, the programme includes activities to share responsibilities among trainees and teamwork.

Several kinas of activities are carried out:

Water activities
-
Swimming-pool activities
-
Free time activities
-
Plastic-leisure activities

With swimming, with swimming-pool games, with non-for-competition pre-sport games and with the daily preparation of boats, the participants´ physical condition and psycho-mobility is improved. And their reasoning capacity and intellectual effort is also promoted.

Other project under implementation from the Province Council of Ourense, is the so-called “ACCESSIBILITY PLAN OF THE PROVINCE COUNCIL OF OURENSE”. It counts on the collaboration of the European Fund for Regional Development, Fundación Once and the Spanish Institute for Migrations and Social Matters.

This project is aimed at several Ourense municipalities: Allariz, Barbadás, O Barco, A Rúa, Maceda, Celanova, Carballiño, Trives, Verín, Ribadavia and Xinzo de Limia. It has a double goal:

on the one hand, specific solutions to remove architectonic, urban, transport and communication barriers;
-
and on the other hand, to establish the guidelines and being the work reference for future actions and projects in the councils involved.

Nowadays, it is necessary that the administration pay special attention to removing barriers in the different areas of urban environments in order to make accessibility an unavoidable requisite in the design of any town element.

Right now, the amount of people who face difficulties to interact with urban environments is increasing in developed countries due to two factors: the increasing aging of the population (consequence of the combination decreasing of birth-rate and increasing of life expectancy) and the advances of medicine. The same happens in the case of people with disabilities.

Taking into account the existence of many different barriers and obstacles in the different areas we live in, it is necessary to count on action programmes to improve the use of urban spaces, buildings, transport, etc, as stated in the most recent autonomic legislations in force.

Through this programme, we are working in the following urban areas of the previously said municipalities:

Public thoroughfares and free spaces

Buildings
-
Transport
-
Communication


With these projects, the Province Council of Ourense tries to get an interrelation that makes possible for people with disabilities to seek for the necessary support for their normal living development in public institutions.

RESOURCE CENTRE AIXIÑA

It is a resource centre for people with physical disabilities, cerebral palsy and dependant seniors. It belongs to association Aixiña and is in a 7.000 m2 building functionally distributed according to activity areas.

SOCIAL AREA

It includes all the association activities, volunteering services and all actions shared with the province federation of associations

of Ourense, DISCAFIS, as well as its members:

- AFAOR, Association of Families of People with Alzheimer
- AIND, Association for the Integration of Children with Disabilities
- ALCER, Association to Combat Kidney Illnesses
- AMVP, Association of Press Sellers with Disabilities
- AODEM, Ourense Association of Multiple Sclerosis

The common facilities are library, gymnasium, hall, café, self-service, etc, are shared by all DISCAFIS.
In this area, other activities are developed, such as:
- Day centre for people with Alzheimer, in agreement with Ourense city council
- Music-therapy room
- Leisure area
- Boccia court, similar short to pétanque but specific for people with cerebral palsy

Aixiña, as an association, counts on 725 members, and apart from being a meeting place, also offers the following services:
Support for rehabilitation and keeping-fit

Opened by the end of 2000, it is a small gymnasium for those users who need to sep fit. It is used by people with multiple sclerosis mainly, twice a week, under the supervision of a physiotherapist and support by volunteers.


Guidance, information and attention service

It is aimed at providing guidance for dealing with documentation, legislation, filling in forms and general support for those who demand it.
Started in 1991, it has been carried out by two people during standard office hours, and is available for the whole province.

Mobility plan for people with important motor problems

Since 1990, daily door-to-door transport for people who cannot use public transport, in Ourense and surrounding municipalities, providing 20-30 services a day. The driver is also responsible of the support services.

Holidays and living-together residence

It provides 20 places, and is placed just on the beach in the Galician most important summer-resort, Sanxenxo, though it is managed from Ourense. It was opened in 1992 and provides full board.

Day centre for people with Alzheimer


It is a Day Centre agreed with the Town Council of OURENSE and only for people from the same municipality, started in 1999. They provide transport (door-to-door service), and it is open from 9h to 18h.

Magazine ERMA (Relationship Staff for Isolated Disabled)

It is an internal magazine for the more than 700 members in and beyond the province, open to their participation and information.

Music-therapy and complementary activities

It is a classroom providing music-therapy for children younger than 12, from families with lower incomes. They also take part in reading theatre and similar.
School transport for people with disabilities and follow-up
Adapted transport for special education centres in Ourense and surroundings. It has been operative for two year with a professional chauffer and a support volunteer, and is currently providing service to four children with severe mobility problems.

Volunteering

Started in 2000, volunteers are usually searched for in the University Campus, and they participate as human resources for activities throughout the province.

 

 

 

EMPLOYMENT AREA

It is divided into two main services:

Training and Employment

It is managed by COGAMI by means of its Service of Labour Integration and two classrooms for vocational training: theoretical and new technologies rooms, the last one with 15 PCs with intranet and internet connection.
Right now, an officially-recognized, 790-hours course on office work is being given. In addition, courses for the associations are planned, and once a month, members
of the Galician College of Social Workers are provided lessons about systemic family therapy.

Social firm

In a different space, there is AIXIÑA social firm, which carries out works such as:
- Wiring-modelling for cars
- Assembly of curtains and rails
- Metal carpentry
- Handicraft with stone, wood and slate
- Fabrication of fishing devices
- Melting of circuits for elevators
- Catering for schools and other organizations
- Assembly and sale of tailor-made trophies with engraved metal plaques

This social firm provides jobs for 100 people, about 6% with no disabilities, and working as support staff.
